HB13-1303 Create the Voter Access and Modernized Elections Act sponsored by Majority Leader Hullinghorst, Rep. Pabon and Senator Giron passed the Senate and the House. The Governor signed the bill on May 10th. The bill makes numerous changes in the election and voter registration processes in Colorado. Under HB13-1303 all general, primary and odd-year, coordinated, presidential, special, legislative, recall and congressional vacancy elections are to be conducted as mail ballot elections. The clerk will mail all active voters a ballot and voters can return the ballot by mail or by dropping the ballot off at a voter service center. HB13-1303 allows on-line registration up to eight days before an election and election day registration at service centers. The voter must live in the state for at least twenty two days prior to an election.
